AGENDA CAPTION:

Consideration of and action on authorizing the execution of a Contract with Thompson Consulting Services, LLC, for an on-call or standby emergency debris monitoring services. This contract will automatically renew for three (3) additional one-year terms.

 

RECOMMENDED ACTION:
Consideration of and action on the execution of a Contract with Thompson Consulting Services, LLC for an on-call or standby emergency debris monitoring services. 
EXECUTIVE SUMMARY:

The City of Sugar Land (City) maintains an on-call contract for emergency debris monitoring services. The scope of work for the on-call contract includes, but not limited to, the following:

  • document the location and amount of debris collected;
  • estimate debris quantities and document debris types;
  • complete load tickets; and
  • monitor the debris operations to ensure that the City's debris removal contractor only removes eligible debris and properly disposes of such debris.

 

On January 27, 2021, the City issued a Request for Proposal (RFP) No. 2021-12 for Emergency Debris Monitoring Services. On February 25, 2021, the City received four (4) proposals, all of which were responsive to the RFP. The City evaluated the proposals based on the following evaluation criteria:

 

  •  Firm Experience; 
  • Project Approach;
  • Capability, Capacity and Availability;
  • Automated Debris Management System (ADMS) Capabilities; and
  • Pricing Proposal.

 

Based on staff evaluation of the proposals, staff recommends awarding an on-call or standby contract for emergency debris monitoring services to Thompson Consulting Services, LLC. The contract amount will not exceed the unit price or hourly rates as specified in the proposal. The initial term of the emergency debris monitoring services contract will terminate on December 31, 2021, and the contract will automatically renew for three (3) additional one-year terms beginning on January 1, 2022, with the option to extend the contract for an additional 180 days.

 

Thompson Consulting Services, LLC is a full service emergency planning, response, disaster recovery and grant management consultant, and it has over 50 years of combined experience in supporting local and state agencies in response to tornadoes, hurricanes, floods, wildfires, earthquakes, ice storms, rock slides, oil spills and other natural disasters. Thompson Consulting Services, LLC will provide all expertise, effort, personnel, materials, and equipment necessary for monitoring and documenting the removal and lawful disposal of debris and other wastes generated by an emergency or disaster. It will be responsible for monitoring debris and waste removal and disposal operations performed by the City’s Debris Removal Contractor.

 

In the event of an emergency or disaster that generates debris, the City may activate the contract prior to or immediately following the emergency or disaster event. Once the contract is activated, staff will bring an expenditure approval or ratification request to City Council. The debris monitoring services contract will be funded from the Solid Waste Fund. Depending on the type or size of the disaster, FEMA may provide assistance under the Public Assistance Program to State and local governments for the costs associated with debris monitoring services.
 
The Environmental and Neighborhood Services Department recommends approval of a service contract with Thompson Consulting Services, LLC for an on-call or standby emergency debris monitoring services.
