The City began working with TxDOT on improvements to the US 59 at SH6 intersection in December 2010 with the first initial plan to install the southbound triple left from the US 59 frontage road to SH6. After the project was completed in 2011, work began on the initial widening project between Town Center Blvd and Kensington. These were the first two phases of work that improved traffic flow and reduced congestion at the intersection. Phase III is currently under construction, which is the SH6 widening project from Brook St. to Lexington Blvd. Phase IV is this triple left turn from the northbound frontage road to SH 6 project.
The existing left-turn lanes from US 59 northbound frontage road onto SH 6 do not meet the traffic flow needs at the intersection. This project will provide pavement widening, restriping, in-pavement lighting, and signage for a triple left-turn from the US 59 northbound frontage road onto SH 6 to match the existing triple left-turn lanes on the southbound frontage road lanes at this intersection.
The additional capacity will help move more vehicles while lowering delays for motorists exiting the First Colony Mall and Town Square. The efficiency gained will not only help the northbound frontage approach but also other approaches during peak hour times by reallocating time where needed the most. This project, along with the SH 6 widening project that is close to completion, will reduce congestion and improve mobility at the US59 and SH 6 intersection.
City Council approved a Local On-System Project Agreement (LOSA) with the State of Texas in November 2020 to allow the City to implement the proposed improvements to the intersection. After the LOSA was approved, City staff proceeded with advertising the project for bids on February 3 and February 10, 2021. The bids were opened on March 4, 2021. Six (6) bids were received, with Teamwork Construction Services, Inc, as the lowest responsible bidder with a total bid of $433,326.50. The engineer's probable construction cost estimate was $458,643.60. The consultant and City staff have evaluated the bids and made a recommendation to award the contract to Teamwork Construction Services, Inc.

The available budget for the project in CIP CTR1702 is $500,103.00. This budget will be used for the construction contract, consultant construction phase services, and material testing. Funding for construction was approved in the FY20 CIP as part of several traffic safety initiatives prioritized in the annual budget after the end of the Safe Light Sugar Land program ended in June 2019.
In accordance with Policy CO-110, Notification of Construction Impacts and Service Interruptions, the project is classified as an Area-Wide Project. The construction will impact the US 59 @ SH 6 intersection with partial lane closures and partial intersection closures. Necessary construction notifications will be provided by construction signs and information on the City's website. To minimize the intersection interruptions, the installation of in-lane turn lighting will be done during non-peak traffic hours. The partial lane closure of the left-turn lane will occur for approximately two months during non-peak hours as well. All lanes will be open during peak hours.
The Engineering and Public Works departments recommend the City Council approve a construction contract with Teamwork Construction Services, Inc., for the contract of US 59 Triple Left at SH 6, CIP CTR1702, in the amount of $433,326.50.
