AGENDA CAPTION:
Consideration of and action on authorization of a Construction Contract with Cedros Paving Services, LLC, in the amount of $281,203.00, for annual drainage repair service.
RECOMMENDED ACTION:
Authorize the execution of a construction contract with Cedros Paving Services, LLC for the Drainage Repair Annual Service Contract in the amount of $281,203.00.
EXECUTIVE SUMMARY:

The City's Public Works Department maintains 400 miles of storm pipe and over 24,000 inlets and manholes throughout the City of Sugar Land.  Maintenance needs are identified through an annual assessment performed by staff and requests sent in by the residents.  The repairs identified through the assessment are ranked in accordance with the Master Drainage Plan, which puts the priority on completing repairs on infrastructure that could cause structural flooding or major street flooding with a duration of over four hours.

 

In the past, the City would initiate small contracts concentrating on specific types of repairs, such as inlet conversions, or outfall replacements.  Staff determined that it would be more-cost effective and efficient to manage for a contractor to handle all the different repair types.  To accomplish this,  last year, staff hired a consultant to design and draft a 5-year renewable contract to cover all repairs that the City would need with regards to drainage. 

 

The City initiated an Invitation to Bid (ITB) for the contract.  This contract is designed to be a Unit Price contract that will be awarded based on the available budget.  The bid documents utilized estimated quantities for bidding purposes only, and the City would be able to award the contract based on the available budget.  

 

On March 17 and 24, 2021, the City advertised a unit-based ITB for the Drainage Repair Annual Service Contract.  The bids were opened on April 1, 2021, with the City receiving three bids as follows:

Cedros Paving Services, LLC was the lowest qualified bidder. The City has worked with Cedros Paving, LLC on multiple projects over the years, including drainage rehabilitation.  They currently have contracts with the City for Small Pavement Rehabilitation  and Bridge Rehabilitation.  

 

The current available budget for this project is $281,203.00.  Since this is a unit-priced contract, the contract can be approved at the available budget.

 

Staff is recommending the authorization of a construction contract with Cedros Paving Services, LLC for the Drainage Repair Annual Service Contract in the amount of $281,203.00.
