AGENDA CAPTION:
Consideration of and action on authorization of a Construction Contract with WadeCon LLC, in the amount of  $2,192,606, for the Telfair Drainage Improvements - New Territory  Boulevard and Chatham Avenue Project, CIP CDR2108.
RECOMMENDED ACTION:
Authorize the execution of a construction contract with Wadecon LLC for CIP CDR2108 Telfair Drainage Improvements New Territory Blvd. and Chatham Ave., in the amount of $2,192,606.00.
EXECUTIVE SUMMARY:

The intersection of New Territory Blvd. and Chatham Avenue regularly experiences excessive street ponding during major storm events. A 2-dimensional drainage study was completed in 2018 for this intersection, and the study identified the area exceeded the City's performance criteria as identified in the Master Drainage Plan. The project was approved by the voters of Sugar Land as part of the 2019 GO Bond Program to reduce street ponding depth and duration. The design has been completed, and the project is ready for construction.

 

This project will include a new storm sewer trunk line parallel to the existing line and enlargement of inlets. The new storm water lines will range from 36" reinforced concrete pipe to 7' X 5' reinforced boxes and have a new outfall into the FBC LID 17 drainage facility. The new trunk line will start at the intersection of New Territory Blvd. and progress south down Chatham Avenue for approximately 2,000 feet to the proposed outfall. The line will be placed under the east side of Chatham Ave. A portion of one lane of pavement will be removed and replaced to complete the installation. Two-way traffic will be maintained for most of the construction area. However, there will be some detours and changing traffic patterns as the project progresses.

An Invitation to Bid (ITB) was advertised on September 29 and October 6, 2021. Bids were opened on October 14, 2021, and seven (7) bids were received. The bid summary follows:

The responsible low bidder is WadeCon LLC, with a total bid of $2,192,606. There is currently $2,794,925 in CIP CDR2108 Telfair Drainage Improvements New Territory Blvd. and Chatham Ave. Funds from CIP CDR2108 will be used for the construction contract ($2,192,606), materials testing ($40,000.00), construction administration ($25,000.00), and contingency of 5% ($110,000.00) for a total project funding needs of $2,367,606. Any remaining funds in the project will be used on future GO Bond drainage projects. 

 

The Notice to Proceed is planned to be issued in December 2021, and the contract time is 150 calendar days. The anticipated completion of the project is in May 2022.

 

A public engagement meeting was held on August 25, 2021. In accordance with Policy CO-110, Notification of Construction Impacts and Service Interruptions, this is classified as a Neighborhood Project. However, there should be no service interruption (i.e. water service interruption, power outage, solid waste collection, or mail. There will be temporary  lane  closures and detours. Notification will be provided via the City's website, HOA notifications, social media postings, and electronic messages boards placed on site.  

 

The Engineering Department recommends the approval of a construction contract with WadeCon LLC for the Telfair Drainage Improvements at New Territory Blvd. and Chatham Ave Project, CIP CDR2108, in the amount of $2,192,606.
