Consideration of and action on authorizing the execution of a Professional Services Contract with Fugro USA Land, Inc., in the amount of $310,640.00, for a city-wide pavement assessment for the Major Street Rehabilitation project, CIP ST2002.
RECOMMENDED ACTION:
Consideration of and action on authorizing the execution of a professional services contract with Fugro USA Land, Inc. for a city-wide pavement assessment in the amount of $310,640.00.
EXECUTIVE SUMMARY:

The Public Works Department maintains approximately 586 centerline miles and is responsible for maintaining the City’s Pavement Maintenance and Management Program (PMMP). This program is used to identify and complete maintenance, rehabilitation, and reconstruction of the roadways within the City. A key component of the PMMP is conducting a city-wide pavement assessment.  This assessment produces a score or rating for every road section in the City and allows staff to identify roadways in need of repair, rehabilitation, or reconstruction.  The City has a goal of performing this assessment every 4 years, with the last three visual assessments being completed in 2006, 2012, and 2016.

The scope of work for the 2020 pavement assessment will provide for a more advanced form of investigating and assessing our pavement condition. The main components of this assessment are as follows:

  • The vendor will drive all City lanes and collect data using an automated sensor-based system to collect continuous road surface data. The data collected will be used to calculate the Pavement Condition Index (PCI) based on distresses in the pavement and the ride quality of the roadway via the International Roughness Index (IRI). Both ratings are based on the American Society for Testing and Material (ASTM) standards, which have been adopted by the American Public Works Association.
  • Pavement sections are now broken down into 100’ segments to provide for a better depiction of the condition of roadway panels.
  • The Vendor will provide visuals for each roadway segment.
  • The Vendor will provide QA/QC of the data processing, including analysis of all data to verify accuracy.
  • The Vendor will format and load the data into any software the City chooses for analysis and program planning.

 

In November 2019, the City published a Request for Proposals for the pavement assessment. A total of five vendors submitted proposals and Fugro USA Land, Inc was selected in accordance with City Policy PU-109, Procurement of Professional Services and Consulting. The pavement assessment will provide the Pavement Condition Index and IRI score along with photos of the pavement.  The LiDAR collection data will be utilized to assist in pavement condition rating as well as update the data for the engineering department to run storm prediction models.  The City will also be collecting curb data to identify damaged and missing curbs.  The ADA ramp inventory will allow staff to assess replacement needs regarding ADA compliance on sidewalk ramps.  Pavement markings will provide staff with a condition and location of all pavement markings on City streets and will help staff plan new striping projects.  The traffic signal inventory will provide staff an updated inventory of traffic pole locations, traffic signals, and pedestrian crossing poles, which will allow staff to better plan the maintenance and replacement of signals.

 

Funding for this project is available in CIP ST2002, Major Street Rehabilitation, in the amount of $500,000.00. 

 

The Public Works Department recommends that City Council authorize the execution of a professional services contract with Fugro USA Land, Inc. in the amount of $310,640.00 for CIP ST2002, Major Street Rehabilitation project.
