AGENDA CAPTION:
Consideration of and action on authorizing the execution of a Contract with CSP Utilities L.L.C. dba Cornerstone Plumbing, in the amount of $211,000.00, for storm sewer inspections. This contract will automatically renew for four (4) additional one-year terms, for a total contract amount of $1,055,000.
RECOMMENDED ACTION:
Authorize the execution of a one-year service contract with four mutually agreeable extensions in the amount of $211,000 to CSP Utilities L.L.C. for storm sewer infrastructure cleaning and televising. The contract will automatically renew for four additional one-year terms for a total contract amount of $1,055,000.
EXECUTIVE SUMMARY:

The Public Works Department is responsible for the maintenance of over 300 miles of storm sewer pipe, and over 20,000 storm sewer inlets and manholes. In the past, the City made reactive repairs to this infrastructure based on what was identified by City staff or concerns from residents.

With the re-commitment to the Sugar Land Way, funding was allocated in FY20 for the cleaning and televising (CCTV) inspection of storm sewer pipe. The available budget in FY20 is $211,000 for storm sewer inspection. Line cleaning and televising the storm sewer lines is critical to help ensure the capabilities of the storm sewer systems are optimized. The televising is used to identify potential problem areas, allows early detection of pipe failure so that rehabilitation projects can be strategically planned, and reduces the need for repair on an emergency basis.

On January 23, 2020, the City received bids for Cleaning and Television Inspection for storm sewer maintenance. The scope of services included the cleaning and televising of over 26,000 feet of storm sewer lines of various sizes through a unit bid price for each diameter of pipe. This allows the City to maximize the extent of the contract and award the full budgeted amount based off the results of the advertised unit cost bids. The City received bids from three contractors, and CSP Utilities L.L.C. dba Cornerstone Plumbing was the low bidder. They have done work with the City of Waco and Atmos Energy. The details of the bids are below.

The agreement is structured as a one-year agreement and will automatically renew based on the available budget for four additional one-year terms under the same terms and conditions unless notification is provided.

The Public Works Department recommends that the City Council authorize a one-year service contract with four renewable extensions with CSP Utilities L.L.C. dba Cornerstone Plumbing for storm sewer cleaning and television inspection in the amount of $211,000. Funding for year one is available in the Public Work's Operations and Maintenance budget. The contract will automatically renew for four additional one-year terms for a total contract amount of $1,055,000.
