Authorize the execution of a construction contract with Mohan Blasting and Coatings, LLC for the SWTP Yard Piping and Transmission Line Aerial Crossings Recoating CIP SW2003 in the amount of  $159,000.00. 

The Surface Water Treatment Plant (SWTP) has been in service since 2013. The coating on sections of above ground yard piping at the SWTP and at three (3) surface water transmission line aerial crossings throughout the City where the pipes cross major waterways/drainage structures is beginning to peel and is rusted.  Repairs are necessary to prevent further degradation.

On-site visits were conducted by an independent paint coatings consultant to do an assessment of the condition of the existing coating and make recommendations for remediation. A bid package with paint coating application specifications was assembled. The base bid includes the three (3) surface water transmission aerial crossings, and the alternate bid includes recoating of the above-ground piping adjacent to the granular activated carbon vessel within the Surface Water Treatment Plant. An invitation to bid (ITB) was advertised on April 1, and April 8, 2020. Bids were opened on April 23, 2020, with seven (7) bids received. The bid summary is as follows:

The qualified low bidder was Mohan Blasting and Coatings L.L.C. with a total bid of $159,000.00. Reference checks from prior clients and the coating consultant came back positive. The probable construction cost estimate is $250,000.00.

CIP SW2003  SWTP Yard Piping and Aerial Crossings Recoating project has a balance of $299,891.76 available for construction of the project.  The remaining funds will be used for other paint coating tasks as needed.  Once the project is completed, any remaining funds will be returned to the CIP fund balance.

Notice to Proceed (NTP) is expected to be issued in June with 150 calendar days to substantial completion in October 2020.

All work will occur inside the fence of the SWTP or at aerial crossing locations away from residential homes or businesses. No service interruption is anticipated. Therefore no notifications will be required in accordance with policy CO-0110 Notification of Construction Impacts and Service Interruptions.

The Engineering and Public Works Department recommends that the City Council approve a construction contract with Mohan Blasting and Coating L.L.C. for the SWTP Yard Piping and Aerial Crossings Recoating Project - CIP SW2003 in the amount of $159,000.00.
