RECOMMENDED ACTION:
Consideration of and action on authorizing execution of a Contract in the amount of $80,134.32 with Progressive Commercial Aquatics for construction services for City Park Pool Repairs. 
EXECUTIVE SUMMARY:

The City Pool is in need of significant repair in order to ensure public safety and code compliance. This in-depth repair for the safety and enjoyment of the users will include, but is not limited to, re-plastering the entire pool, replacing the 100' deck slot drain and installing new deck drains, replacing the deck coating, and changing out the sand filters.

 

The most significant repair need is to re-plaster the pool, as the current plaster is more than 12 years old and starting to show significant wear to the point where some of the surfaces are very rough and discolored. Replacement at this age is consistent with the National Swimming Pool Foundation Operators Handbook, which states that most pools need to be resurfaced every eight to ten years.  Additionally, there are two missing depth markers on the deck that pose code compliance issues, and both the decking surface and the rusting and degrading trench drain on the north side of the deck need to be replaced for functional, safety and cosmetic reasons.

 

In anticipation of repair needs in 2018 and prior to FY18 budget process, three companies were originally contacted for initial pricing of the work. Progressive Commercial Aquatics provided the lowest price proposal and also provides the required goods and services on their Buy Board contract #533-17.  Progressive Commercial Aquatics provides full services in swimming pool design, construction, renovation and repair in Houston and Austin, Texas. They have performed commercial work for all types of government and organizations, including the Fort Bend ISD Natatorium and Sea World Aquatica.  Additionally, they performed quality work for City of Sugar Land in 2005, and their last plaster job at City Park Pool has held up well over the years. 

 

With the elimination of an additional vacant position on October 17, 2017, City Council appropriated $80,000 through the adoption of Ordinance No. 2115 to fund this project – as well as additional funds for the annual operations of the pool – in order to keep the City Pool open.  The remaining $134.32 will be funded from the department's repair and maintenance account.     

  

The project timeline is 60 days from the notice to proceed. The contractor understands that the City’s expectation is the scope of work shall be finalized before the start of the swim season so that residents and the Sugar Land Sharks will have full use and enjoyment of the City Pool in 2018.

 

With that, staff recommends the City Council award a contract in the amount of $80,134.32 to Progressive Commercial Aquatics to perform the repair services for the City Pool.
