Consideration of and action on authorizing an Agreement in the amount of $129,135.90 with CenterPoint Energy for installation of street lights for South Stadium Drive Bridge, CIP No. ST1701.
RECOMMENDED ACTION:
Authorize an agreement with CenterPoint Energy in the amount of $129,135.90 for the installation of street lights for South Stadium Drive Bridge, CIP No. ST1701.
EXECUTIVE SUMMARY:
In 2011, the City Council adopted the Streetscape Policy which ensures minimum right-of-way (ROW) standards for landscape, street lighting, entry ways, tree management, irrigation management, screening, traffic signals and poles, beautification and maintenance. In accordance with the Streetscape Policy, staff is recommending the installation of decorative street lights along the South Stadium Drive bridge (originally called the University Blvd North Extension project). The installation of the proposed street lighting along the bridge will complete the new roadway and bridge construction.

The South Stadium Drive project is a collaborative project involving Fort Bend County (FBC), the Imperial Redevelopment District (District), and the City. The project has two phases. Phase I encompasses the construction of a roadway from U.S. Highway 90A to Stadium Drive, north of Oyster Creek. Phase I was completed in 2017. Phase II of the project (approximate $10.65 million) includes a road extension and a bridge over the Union Pacific Railroad (UPRR) spur and Oyster Creek. The cost of both phases of the project is approximately $21M and the City's portion of the entire project is estimated to be $3.8M, with the remainder of funding coming from the District and FBC. The proposed street lighting along the bridge and roadway section is funded by the District.

The street light design is in accordance with the City's design standards and the Illuminating Engineering Society of North America guidelines. A total of 38 street lights will be installed along the 0.30 mile bridge and roadway section. The street lights installation will consist of the City's standard Houstonian style luminaires on black powder coated metal traditionaire poles. CenterPoint is in charge of the installation of all street lights within the City. Therefore, this interlocal agreement is required for CenterPoint to install the proposed street lights.

Funding for the street light agreement is available from CIP ST1701, University Boulevard North Extension - PHII with an available balance of $692,354.00.

Staff recommends the City Council authorize the execution of the Street Light Agreement with CenterPoint for the installation of street lights along S. Stadium Drive bridge, CIP ST1701 in the amount of $129,135.90.
