Consideration of and action on Clements Crossing (formerly Howard Tract) General Land Plan minor amendment.
RECOMMENDED ACTION:
Approval of Clements Crossing General Land Plan Minor Amendment No. 1.
EXECUTIVE SUMMARY:
This item is a request for consideration of a minor amendment to the General Land Plan, formerly approved as the Howard Tract, and now referred to as Clements Crossing for 57.6 acres of land. The Howard Tract General Land Plan was reviewed by the Planning & Zoning Commission in August of 2016 and was approved by City Council in September of 2016. This is the first proposed amendment to the approved General Land Plan.

The current approved General Land Plan calls for 142 single-family residential lots to comply with the Standard Single Family Residential, R-1, district requirements. The Planning & Zoning Commission reviewed and approved the preliminary plat for this acreage in January of 2017, which included all 142 residential lots. The applicant then submitted the Final Plat for Clements Crossing Section 1 consisting of 50 lots, which was approved in August of 2017 by the Commission, and recorded on December 4, 2017. This also took care of platting the two points of access into the subdivision.

Since that time, the applicant has requested a modification to the current approved General Land Plan which would eliminate the 0.9 acre private park area along the western boundary of the subdivision (Section 2 area) and replace it with five additional lots. The additional five lots as proposed has been reviewed by the City Traffic & Engineering Departments, and it was determined there would be no additional improvements required beyond what was originally concurred with in the Traffic Impact Analysis completed with the current approved General Land Plan. In addition, please note that the applicant has paid the required public parkland dedication fees for the 50 lots approved with the Clements Crossing Section 1 Final Plat. The applicant will also be providing public parkland dedication fees for the Section 2 area.

If this proposed amendment to the General Land Plan is approved by City Council, the applicant will submit a revised preliminary plat for the remaining Section 2 acreage and lots, followed by submittal of a Final Plat for Clements Crossing Section 2, all of which would be reviewed by the Planning & Zoning Commission at a future meeting.

The Planning & Zoning Commission reviewed the proposed amendment during the December 12, 2017 meeting and made a unanimous recommendation of approval to the Mayor and City Council.
