AGENDA CAPTION:
Consideration of and action on authorizing execution of a one-year Contract, with the option to renew for up to 4 additional one-year terms, in the amount of $53,843.00 with Target Solutions for web-based training management system subscription.  
RECOMMENDED ACTION:
Authorize a renewable contract in the amount of $58,843.00 with Target Solutions for subscription services.
EXECUTIVE SUMMARY:
Target Solutions is a web-based training management system that offers a full range of services including continuing education options, general training curriculum, and certifiable training for employees. The system hosts a robust catalog of current and up-to-date training courses that can be modified to the City of Sugar Land, as well as allows the City to develop curriculum and training courses specifically for our employees. The system is a beneficial tool in allowing staff to monitor and track training for employees, and includes reporting and compliance features.

Target Solutions is utilized by four main groups: 1) Fire; 2) Police; 3) Dispatch (for their certified employees); and 4) Human Resources (for all other employees) to schedule, deliver, and track training assignments. Both Fire and Police utilize the system to assign, track, and monitor public safety federal, state, and local mandates, recertifications, and continuing education, such as Fit Testing, Hazardous Materials, NIMS, EMS, and a multitude of others. Public Safety Dispatch utilizes the system to track training for licensed dispatchers for new licenses and continuing education. Human Resources utilizes the system to assign and track a wide array of federal compliance, best practices, and safety trainings, as well as trainings required by City policy. In FY 2017, staff utilized Target Solutions to allocate and ensure completion of over 4,985 training assignments between Fire, Police, Dispatch, and all other groups.

The Fire Department began using this web-based training system in 2009. In addition, in 2011, based on the success the Fire Department experienced with improving their training initiatives, the Police Department and Human Resources began using the system. In 2016, Public Safety Dispatch became a separate group to manage the training within their department.

In 2013, a new contract was entered into, which automatically renewed annually with the fixed pricing of $75 per employee per year. Although Target Solutions has added components and additional tools to the system, the cost per employee remained the same since 2009. In FY18, as the City began renegotiating the contract renewal, Target Solutions announced to staff that the City’s cost would be reduced to $68 per employee per year. This fixed pricing will remain in effect for the duration of this new contract with up to four successive one-year terms.

Staff recommends the approval of a new contract for subscription services with Target Solutions for 2018-2019 in the amount of $53,843. Funding for this contract is available within the Human Resources and Fire Department budgets.
