AGENDA CAPTION:
Consideration of and action on authorizing execution of a contract in the amount of $239,975.00 with Lockwood, Andrews, and Newnam, Inc., for Covington Woods drainage improvements at Sugar Mill relief line, CIP DR1801; and Seventh Street reconstruction, CIP ST1804.
RECOMMENDED ACTION:
Authorize the execution of a professional services contract with Lockwood, Andrews, and Newnam, Inc., in the amount of $239,975.00 for the Drainage Improvements for Covington Woods at Sugar Mill Relief Line and Seventh Street Reconstruction; CIP DR1801 and ST1804.
EXECUTIVE SUMMARY:
This Capital Improvement Program (CIP) project DR1801 is part of the Covington Woods Drainage Improvements Regional Plan. The project addresses existing ponding and flooding issues due to lack of storm sewer capacity and inadequate overland sheet flow paths. This CIP drainage project is combined with CIP project ST1804 for the reconstruction of Seventh Street pavement and the replacement of an existing water line between Wood Street and Eldridge Road.

The proposed Covington Woods Drainage Improvements at Sugar Mill relief line intends to increase the storm water conveyance capacity of Seventh Street, Muirwood Lane and Woodlake Circle in the vicinity of Sugar Land Middle School and the Sugar Mill subdivision. The project scope includes the design of a new relief storm water outfall along the city-owned park adjacent to Sugar Land Middle School and the outfall to Ditch A-22. The project consists of approximately 2,800 feet of storm water improvements with limited pavement replacement along Muirwood Lane and the replacement of about 600 feet of the Woodlake Circle storm water line. The proposed storm water system will interconnect the Muirwood Lane to the Seventh Street storm water system with an additional outfall passing through the city-owned park property West of Sugar Land Middle School. The Woodlake Circle system will be connected to an improved storm sewer system at Seventh Street between Woodlake and Bournewood Drive.

Additionally, the project includes the reconstruction of Seventh Street between 350-ft east of Wood Street and Woodlake Circle, including subgrade and full panel replacement, and the replacement of the existing water line between Eldridge Road and Wood Street. This section of roadway 

As per City Policy No. PU-109, the Engineering Department interviewed three (3) pre-qualified engineering companies and selected Lockwood, Andrews and Newnam, Inc., (LAN). LAN performed the Preliminary Engineering Report (PER) for Covington Woods Drainage Improvements and demonstrated a comprehensive knowledge of the project area, understanding of the city needs and proposed the best engineering design approach.

The project will be funded from CIP DR1801 and CIP ST1804. The availability of funds for both projects combined is $240,000.00.

Staff recommends City Council authorize the award of a professional services contract with Lockwood, Andrews, and Newnam, Inc., in the amount of $239,975.00 for the Drainage Improvements for Covington Woods at Sugar Mill Relief Line and Seventh Street Reconstruction; CIP DR1801 and ST1804.
