RESPONSIBLE DEPARTMENT: Communications & Community Engagement

AGENDA CAPTION:
Review of and discussion on the 2017 Citizen Satisfaction Survey Results.
RECOMMENDED ACTION:
Receive and review 2017 Citizen Satisfaction Survey results.
EXECUTIVE SUMMARY:

The City conducted its first citizen satisfaction survey in 1998 and has since conducted one every two to three years to measure and assess citizen satisfaction with the delivery of major City services and to help set community priorities for improved services and long-range planning.

The City engaged ETC last Fall to conduct an updated demographically representative survey.  ETC conducted the City’s 2015 community-wide survey; their use of technology, GIS, and proprietary benchmarking tools positions them as an industry leader.  Sugar Land’s survey was administered utilizing a combination of mail, phone, and the Internet.  More than 500 demographically representative surveys were utilized to ensure a 95 percent level of confidence with a precision of at least +/- 4.3 percent; this allowed the results of the survey to be analyzed by socio-demographic and geographic characteristics. ETC guarantees the results of Sugar Land’s 2017 Citizen Satisfaction Survey are statistically representative of the city.

Core areas surveyed included public safety (police, fire and emergency management), public works/utilities (streets and transportation, code enforcement, water service), parks and recreation, communications, quality of life, overall city services and satisfaction with city services for dollars paid.  Sugar Land’s scores were very positive and exceeded state and national benchmarks by a very large margin across the board.

The purpose of this workshop will be for ETC to present the results of the 2017 citizen satisfaction survey to the City Council.  Following the presentation, the results of the survey will be provided to City staff for the purpose of analyzing the delivery of major city services and to help set community priorities for improved services and long-range planning.  Additionally, the complete survey will be posted on the City’s website at www.sugarlandtx.gov and shared through other communication tools.
