Consideration of and action on authorizing execution of a construction contract in the amount of $93,559.00 with HTI Construction, Inc., for Hurricane Harvey related repairs; and authorize a budget amendment in the amount of $204,909.00 from General Fund - Fund Balance.
RECOMMENDED ACTION:
Approval of a construction contract between the City of Sugar Land and HTI Construction, Inc. for Harvey related repairs in the amount of $93,559.00, and authorize a budget amendment in the amount of $204,909.00.
EXECUTIVE SUMMARY:

Hurricane Harvey made landfall on the Texas coast August 25, 2017 and continued producing rain in the area for the following week. As a result, the City of Sugar Land received in excess of 30 inches of rain and experienced extensive street flooding.

After the event, the Public Works department performed a city-wide damage assessment and produced a map of storm related damages.

Included in this assessment was a repair on Wood Street Bridge that required immediate action.  The southern approach of the bridge was designed and repaired in October 2017, at a cost of $53,000.  The northern approach was put on hold, pending FEMA approval.  Staff recently received that approval and will be completing repairs in late March, at a cost of $48,000.  Irrigation damage was assessed and required immediate attention. The assessment and repairs were completed in October 2017, at a cost of $10,350.

A FEMA inspection team was sent to City of Sugar Land October 24 & 25 to evaluate the City's damage assessment and determine what qualified for federal assistance. As a result of their findings, the City incorporated the FEMA report into a damage repair sealed bid invitation.  These repairs are covered by FEMA at 90%.

On January 18 & 25, 2018, the City published an invitation to bid (ITB) for Harvey Restoration related damages. On February 1, 2018, bids were received for the repair of sidewalks, inlets, curbs, pavement, and an outfall that were identified in the FEMA inspection report. HTI Construction, Inc., was determined to be the low bidder with a total bid of $93,559.00.  HTI Construction, Inc., has previously worked for City of Angleton, and had positive references.

Upon approval to proceed, repairs are anticipated to begin in March 2018 and to be completed no later than June 2018.

Staff is also requesting a budget amendment to fund these projects.  All of the repairs described herein were not budgeted for FY18, as they were a result of Hurricane Harvey.  The following is the list of contracts that need a budget amendment.

Staff recommends that the City Council authorize a construction contract between the City of Sugar Land and HTI Construction, Inc., for Harvey related damage repairs in the amount of $93,559.00, and authorize a budget amendment in the amount of $204,909 from General Fund - Fund Balance.
