PUBLIC HEARING 6:00 O'CLOCK P.M.: Receive and hear all persons desiring to be heard on a proposed Conditional Use Permit (CUP) for a self-storage facility located on 2.20 acres along Voss Road and east of State Highway 6 within the General Business (B-2) District.

FIRST CONSIDERATION: Consideration of and action on CITY OF SUGAR LAND ORDINANCE NO. 2129 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SUGAR LAND, TEXAS, GRANTING A CONDITIONAL USE PERMIT FOR A SELF-STORAGE FACILITY LOCATED ON APPROXIMATELY 2.20 ACRES ALONG VOSS ROAD AND EAST OF STATE HIGHWAY 6 WITHIN THE GENERAL BUSINESS (B-2) DISTRICT.
RECOMMENDED ACTION:

Hold a Public Hearing and approve Ordinance No. 2129 on First Reading.

EXECUTIVE SUMMARY:

This is a proposed Conditional Use Permit (CUP) for a new self-storage facility (SIC Code 4225, General Warehousing and Storage) within the General Business (B-2) District. The proposed project site is located along Voss Road and east of State Highway 6, directly behind the Raceway store, and is currently vacant. The proposed self-storage use requires a CUP in the B-2 district. 

 

This project is proposed as a 121,875 square foot, three-story self-storage facility located off of Voss Road. This facility is a climate controlled self-storage building and will include a total of 760 units with an onsite rental office. There are no drive-up units; all units will be accessible from the interior. All loading and unloading will take place outside on the east side of the facility at two entries. The draft exhibits, included in the staff report, are proposed to be incorporated into the CUP to provide conditions and more certainty to any approval.

 

Staff’s assessment of the proposed self-storage facility is that it appears compatible with the area and a Traffic Impact Analysis (TIA) worksheet assessment indicates a low-traffic impact to the immediate area, including the nearby Kempner High School.  Staff has worked with the applicant in suggesting conditions that have been applied to CUP cases in the past, including the recent Storage West CUP along State Highway 6.  However, unlike that proposal, this facility does not have direct proximity to any single-family residences.

 

The Planning and Zoning Commission held a public hearing on the proposed CUP on January 9, 2018. No members of the public spoke. During the meeting, the Commission held discussion on the item and was able to provide overall feedback for the applicant to consider. The Commission concluded that the project appeared reasonable and compatible. However, some of the Commissioners expressed concerns regarding the loading carts being left outside by customers.

 

The Commission held their Consideration and Action meeting on January 25, 2018. The Commission then made a unanimous recommendation of approval to the Mayor and City Council for the proposed CUP with the following conditions:

 

  • The Site must be developed in accordance with the exhibits, which are attached as follows:

  • Exhibit C- Landscape Plan
  • Exhibit D- Site Details
  • Exhibit E- Exterior Elevations
  • Exhibit F- Exterior Elevations
  • Exhibit G- Photometric Plan

 

  • No outside storage of items is permitted on the Site.

 

  • All loading and unloading carts must be stored inside the storage building.

 

  • Controlled access hours:
  • Standard Hours: 6:00 a.m. to 9:00 p.m.
  • Limited after-hours access requires pre-approval by Manager.

 

Staff supports a recommendation of approval from the Commission to the Mayor and City Council for the proposed Conditional Use Permit (CUP) with the conditions as outlined above.
