AGENDA CAPTION:
Consideration of and action on authorizing execution of a Contract in the amount of $1,638,505.00 with Trans-Tex Construction, LLC for construction of the Distribution System Water Main Rehabilitation, CIP WA1601in the Sugar Creek area; and authorizing a budget reduction in the amount of $450,000.00.
RECOMMENDED ACTION:
Approve a construction contract in the amount of $1,638,505.00 with Trans-Tex Construction for the construction of the Distribution System Water Main Rehabilitation CIP WA1601 and approve a budget reduction of $450,000.00 from CIP WA1601.
EXECUTIVE SUMMARY:

The City’s Water Distribution System Rehabilitation Program is a waterline replacement program that systematically replaces old leaking waterlines to maintain and enhance service levels and provide adequate distribution capacity to customers. The program was developed based on waterline age and material, leakage repair records, and available funds. Currently, the waterline rehabilitation program includes alternating years of design and construction. The CIP WA1601 Distribution System Water Main Rehabilitation in the Sugar Creek area consists of replacing old waterlines in various areas in the Sugar Creek neighborhood. These are top ranking areas among the remaining identified rehabilitation locations. The design of this project was completed in May 2017. There is approximately 16,500 linear feet of waterline ranging in size from 6 to 12-inches in diameter that is identified for replacement in this project. The project is furthered divided into three (3) areas as shown in the attached project map.

 

Area # 1: includes South Parkway Blvd. (Bid Alternate 1), Parkway Blvd., and US-59 consisting of approximately 2,400 LF of water line replacement.

 

Area # 2: includes Country Club Blvd. (Bid Alternate 2), Sugar Creek Blvd., portion of Fairway Dr., Alhambra Ct., and Edgewick Ct. consisting of approximately 5,500 LF of water line replacement.

 

Area # 3: includes Chevy Chase Blvd., portion of Fairway Dr., Bendwood Dr., Tiffany Sq., Eastwood Ct., and Teague Cir. consisting of approximately 8,700 LF of water line replacement.

 

On June 7, 2017 the City published an Invitation to Bid (ITB) for construction services for CIP Project WA1601 Distribution System Water Main Rehabilitation.  The bids were opened on June 29, 2017.  There were seven bids submitted for this project.  The project was bid with a base bid and two alternate items.  Trans-Tex Construction, LLC. was the lowest responsible bidder with a total bid of $1,638,505, which includes the two alternate items.  The engineer’s probable construction cost estimate, from Kelly R. Kaluza & Associates, was $2,429,700.  Kelly Kaluza has evaluated the bids and made a recommendation to award the contract to Trans-Tex Construction, LLC. A bid summary table is provided below:

Funding for the project is available within CIP WA1601 with an available budget of $2,225,000.  Due to favorable bids received, staff recommends a budget reduction of $450,000. This will leave a balance of $1,775,000 to cover construction costs, construction administration, and contingency.

 

The Notice to Proceed for the project is anticipated to be issued in August 2017 and construction should be completed within 290 calendar days. The substantial completion of the construction is anticipated in May 2018.

 

The Engineering and Public Works Departments recommend that the City Council authorize the approval of the construction contract in the amount of $1,638,505 with Trans-Tex Construction, LLC for the construction of the Distribution System Water Main Rehabilitation CIP WA1601 in the Sugar Creek area and approve a budget reduction of $450,000 from CIP WA1601.
