AGENDA CAPTION:

Consideration of and action on authorizing execution of a Contract in the amount of $249,748.00 with Concrete Raising Corporation for pavement lifting services through the Cooperative Purchasing Agreement with the City of Missouri City, Texas.

RECOMMENDED ACTION:
Approve a contract between the City of Sugar Land and Concrete Raising Corporation for Pavement Rehabilitation Pavement Lifting in the amount of $249,748.00.
EXECUTIVE SUMMARY:
As a strategy identified in the 2017 Street Evaluation and Pavement Management Study completed by HVJ Associates, slab lifting is identified as a rehabilitation component for the Concrete Rehabilitation category. Slab lifting allows for repairs to portions of the streets that are structurally sound but have experienced settlement, to be elevated. Typically, these areas are located along the gutter line of the affected streets, thus allowing water to pond in these areas. This type of ponding water is commonly referred to as “bird baths”.

Over the last several years concrete slab lifting has become an excellent tool for the Public Works Department and is less invasive to neighborhoods than removal and replacement type construction, while prolonging the useable life of our pavement infrastructure. Concrete Raising Corporation has been providing slab lifting services for the Houston area and has proven to be a solid, reliable and cost effective contractor.

Based upon our current maintenance records, we will focus on the slab lifting at various locations throughout the city. These locations have a range in pavement settlement from 1 inch to 6 inches.

On April 29, 2014, the City of Missouri City issued an Invitation to Bid (ITB) for Concrete Pavement Lifting, with Concrete Rehabilitation Corporation being the successful bidder. As a result, on June 5, 2014 the City of Missouri City awarded a renewable contract to Concrete Rehabilitation Corporation for raising pavement utilizing a portland cement material mixture. As part of our Inter-local Agreement with City of Missouri City, we will be utilizing the existing contract to repair our priority locations. This contract term will expire June 30, 2018.

Funding for this project is identified in the Public Works - Street Operations and Maintenance budget with an available budget of $249,748.00. Upon approval to proceed, rehabilitation is anticipated to begin in October 2017 and be completed no later than June 30, 2018.

The Public Works Department recommends that the City Council authorize the execution of a contract between the City of Sugar Land and Concrete Raising Corporation for Pavement Lifting Services in the amount of $249,748.00.
