The Public Works Department is responsible for the management of approximately 660 acres of turf and landscape areas. Of the 660 acres, over 300 acres have irrigation installed in landscape beds, tree zones, and a few turf areas. This results in 676 irrigation zones, 52 irrigation controllers, 51 backflow preventers and hundreds of miles of irrigation piping. As a result, an irrigation contract is required to conduct quarterly inspections and make repairs, as needed, to ensure the City's irrigation system is fully operational and providing the plant material within the City's right-of-ways adequate irrigation.
On August 9 and August 16, 2017, the City published an Invitation to Bid (ITB) for an irrigation maintenance contract. On August 24, 2017, six bids were received with Westco Grounds Maintenance Co., Inc. (Westco) being the lowest bidder, in the amount of $19,296.00. The scope of the contract is for routine services, including annual backflow prevention inspections and quarterly irrigation system checks in the amount of $19,296. In addition, the contract does cover various number of repairs to the irrigation system such as irrigation valves, flow sensors, drip irrigation repairs, spray head/rotor repairs and mainline/lateral line repairs in the approximate amount of $43,700. The number of repairs is an estimated amount based on the previous years repairs. The total contract amount will be $63,000.00.
The contract term is the original year and will automatically renew upon the same terms and conditions for four additional one-year terms. Funding for this contract is available in the Right of Way Services Operation and Maintenance budget, with an available budget of $75,000.00.
The Public Works Department recommends that the City Council authorize the contract with Westco Grounds Maintenance Co., Inc. in the amount of $63,000.00 for Irrigation Repair Services.
