The City competed for and was awarded a grant from FEMA through The Texas Department of Public Safety and the Hazard Mitigation Grant Program (HMGP) in November 2016. City Council voted to accept this Grant on December 6, 2016. The funds include $506,250 of Federal Funds and $168,750 (25%) of matching funds from the City of Sugar Land. The Fire and Engineering Departments are working together to meet the requirements of the grant and deliver the generators pursuant to CIP project MU1712 in the facilities department. The generators will serve as backup power to the City Hall Annex and the Public Works Service Center. These two locations have been identified as critical sites to provide backup power in the event of an emergency and loss of electricity.
A Request for Qualifications (RFQ) was issued in June and a short list of firms were interviewed in July, 2016 for the professional services in accordance with City policy PU109 and federal requirements of the grant. There were 12 Statements of Qualifications submitted and three firms were interviewed. Shrader Engineering scored the highest among the firms by the selection committee.
The scope for this contract will include:
- Preliminary Engineering Report to investigate alternates for the generator at public works and whether splitting the large generator into 2 smaller ones is an option and diesel versus natural gas power
- Proper sizing of the generators at both locations based on current and future electrical loads
- 30%, 60%, 90% and Final Construction drawings and specifications for bid documents
- Survey services as required by the grant
- Bid phase services
The schedule for this design contract is expected to be approximately three months from Notice to Proceed. The fee for this contract qualifies for reimbursement through the grant received from the Texas Department of Public Safety.
Funds are available for this contract in the amount of $675,000 available from the grant and the City's 25% matching funds in project CIP MU1712.
The Engineering and Fire Departments recommend that City Council award the professional services contract to Shrader Engineering in the amount of $101,790 with funds to be reimbursed by the HMGP grant and City matching funds .
