Every two years, the county, cities, school districts, conservation and reclamation districts (MUDs and LIDs) have the responsibility to appoint, by vote, five members to serve as Board of Directors of the appraisal district. The five members serve a two-year term beginning January 1 of even-numbered years.
The eligibility requirements for serving as a board member of the CAD are:
Residency Requirements
- Must be at least a two-year resident of the district just prior to swearing in
Employment
- Cannot be a taxing unit employee
Contract Services
- Cannot provide contracted services to the district or have a 10% interest in a business doing so
- Cannot provide contracted services involving property tax matters to taxing unit or have a 10% interest in a business doing so
Relative
- Cannot be a relative within the second degree by blood or marriage of persons conducting business in the district as a paid property tax agent or a fee appraiser
The Chief Appraiser provides vote allocations to the taxing units for the 2018-2019 election. Last time, the City of Sugar Land was allocated 121 votes out of 5,000 for the election.
All voting entities are invited to provide nominees for the board appointments. Nominees must be submitted by October 15, 2017 to the Chief Appraiser of the district.
Each taxing entity may nominate one candidate.
Before October 30, the Chief Appraiser will prepare a ballot, listing the candidates whose names were timely submitted and will deliver a copy of the ballot to the City for voting. The governing body will then vote and submit it to the Chief Appraiser before the December deadline.
The Chief Appraiser is responsible for counting the votes, declaring the five candidates who receive the largest cumulative vote totals elected, and submitting the results. In December 2017, formal notification of the results will be sent to each voting entity and all the candidates. At the regular monthly board meeting in January 2018 the Oath of Office and election of Officers will be given.
The current board members consist of Al Abramczyk, Jim Kij, Paul Stamatis, Jr, Sam Mayson, and Rhonda Zacharias.
As of the time for preparation for this agenda item, the conservation and reclamation districts have voted and selected Sam Mayson as the candidate to be placed on the general election ballot. The following current board members have agreed to serve another term if elected: Al Abramczyk, Jim Kij, Paul Stamatis Jr, and Rhonda Zacharias
