AGENDA CAPTION:
Consideration of and action on execution of an Amendment to the General Services Contract with T.F.R Enterprises, Inc. in an amount not to exceed $490,000.00 for clearance and debris removal associated with Hurricane Harvey; and approval of a budget amendment in the amount of $490,000.00 in revenue and expenses.
RECOMMENDED ACTION:

Consideration and approval of an Amendment to the General Services Contract with T.F.R. Enterprises Inc in an amount. not to exceed $490,000 for debris removal associated with Hurricane Harvey and approval of a budget amendment in the amount of $490,000 in revenue and expenses.

EXECUTIVE SUMMARY:

The City maintains an on-call contract for debris clearance and removal services.  The current contract was created by soliciting bids utilizing the Houston-Galveston Area Council (HGAC) debris clearance and removal services program.  Five bids were evaluated and T.F.R. Enterprises, Inc. (TFR) was selected.  City staff participating in the evaluation process were from several departments including Purchasing, Fire-Emergency Management and Environmental & Neighborhood Services.

TFR is a TEXAS-based specialty contractor actively participating in disaster recovery contract nationwide since 1992. They have a history of safe, rapid and complete service in the industry with Federal, State and Local governments, providing expedient, cost-effective disaster debris management, removal, reduction, recycling and disposal services. TFR has provided debris removal and clean-up services to over 100 Federal, State and Local governments, as well as several private industries funded by the Federal Emergency Management Agency (FEMA).

The scope of work for the on-call contract includes but is not limited to:

  • collecting and removing vegetative and construction and demolition debris from the public right-of-way, streets and roads,
  • reduction of debris including sorting, grinding, and mulching,
  • removal of eligible hazardous leaning branches and trees and stumps,
  • removal of eligible white goods,
  • managing and operating debris management site,
  • hauling of debris to final disposal site, and
  • assisting the City with Federal and State reporting and reimbursement efforts.

Due to Hurricane Harvey, TFR plans to collect an estimated 20,000 cubic yards of storm debris, which includes the storm debris from homes that experienced structural flooding.

The debris clearance and removal services contract is funded from the Solid Waste Fund.  A budget amendment in the amount of $490,000 is requested for this Contract Amendment.  This amount, along with other costs associated with the hurricane recovery efforts may be reimbursed by FEMA.

The Environmental & Neighborhood Services Department recommends approval of a services contract with TFR Enterprises, Inc. in an amount not to exceed $490,000 for debris clearance and removal services and approval of a budget amendment in the amount of $490,000 in revenue and expenses in the Solid Waste Enterprise Fund.
