| | | | | | | | | EXECUTIVE SUMMARY: | As part of the Fort Bend Subsidence District’s (District) Regulatory Plan (Plan), which was created to establish policy in the areas of groundwater regulation, permits and enforcement and to establish District regulatory areas and regulatory requirements, the District, as part of the Plan, has adopted several water conservation and efficient management practices, which includes the “Learning to be Water Wise™” program (Program). The program was developed for 4th and 5th grade students.
The District provides regulated entities, like the City of Sugar Land, an opportunity to gain groundwater credits that can be used towards their groundwater reduction requirements by helping to sponsor the “Learning to be Water Wise™” program. The program is administered by the District, which consist of district staff members entering the classroom to teach the program or working with teachers to implement the program. The program is a combination of a curriculum developed for the classroom, water conservation presentations and a take home kit for each student containing water efficient technologies and other materials that the student and family can use at home to apply the water concepts learned. The take home kit consists of a low flow showerhead, kitchen faucet aerator, bathroom faucet aerator, flow rate test bag, drip / rain gauge, toilet leak detector dye tabs, and a thermometer.
In 2007, the City began sponsoring the program and since then, 18,227 students attending 55 different public or private schools in the Sugar Land Groundwater Reduction Plan (GRP) area and Fort Bend County have participated. As part of the program, for every student the City sponsors, the City receives an 84,000-gallon groundwater credit. During the 2016-2017 school year, the City sponsored 1,898 students in the program at a cost of $67,189.20, gaining 159 million gallons of groundwater credits. The cost to sponsor a student is $36.46 per student. To date, the City has invested $633,085.60 in the “Learning to be Water Wise™” program, generating 1,531 million gallons in groundwater credits.
Funding of $80,000 for this sponsorship is available in the Public Works, Surface Water division's budget. In addition, the City has the option to sponsor additional students, generating more groundwater credits, if more schools choose to participate.
The Public Works Department recommends that the City Council approve the Inter-local Agreement with the Fort Bend Subsidence District for sponsorship of the “Learning to be Water Wise™” water conservation program in the amount of $80,000.00. |
