The City of Sugar Land currently maintains 363 miles of wastewater collection system mains. On December 12, 2017, the City will begin maintenance on an additional 101 miles of wastewater collection system mains. The City will also begin maintenance on 19 additional lift stations bringing the total number of City maintained lift stations over 130.
The primary way most City’s maintain wastewater collection infrastructure is through specialized equipment designed to clean underground pipes, televise the interior of the pipe to identify defects, and large suction equipment designed to vacuum debris.
On August 17, 2017, the City received bids for Cleaning-Televising Inspection and Vactor Services for sanitary line cleaning, televising and vactor services. The scope of services included were hydro-jet cleaning of 33,000 feet of sewer lines, cleaning and televising of over 58,000 feet of sewer line of various sizes, and cleaning of 38 lift stations. Line cleaning and televising the sanitary sewer system is critical to help ensure that the hydraulic capabilities of the system are optimized. The televising is used to identify potential problem areas and allows early detection of pipe failure so that rehabilitation projects can be strategically planned; this reduces the need for repairs on an emergency basis. The vactor service will be primarily for cleaning accumulated grease and other debris in lift stations where accumulations can interfere with the normal operations.
The City received bids from four contractors and BCAC Underground was the low bidder. They have done work with the City of Dallas and City of Grandbury. The agreement is structured as a one-year agreement and will automatically renew for four additional one-year terms under the same terms and conditions unless notification is provided. Funding is available in Public Works Operations and Maintenance budget.
The Public Works Department recommends that the City Council authorize a one-year service contract with four renewable extensions with BCAC Underground, LLC for wastewater infrastructure cleaning, televising inspection and vactor services in the amount of $330,000. Funding is available through the Department's Operations and Maintenance budget.
