Consideration of and action on authorizing ratification of Contract in the amount of $55,685.53 with Harper Brothers Construction for Emergency Relocation of 24-inch waterline at Methodist Hospital, CIP WA1705.
RECOMMENDED ACTION:
Ratification of the construction contract with Harper Brothers Construction for the Emergency Relocation of 24-in waterline at Methodist Hospital for the amount of $55,685.53 from CIP No. WA1705.
EXECUTIVE SUMMARY:

The Methodist Hospital located at Sweetwater Boulevard and US Highway 59 frontage road is making improvements to their campus.  During the excavation for the installation of the new parking garage footing, the contractor exposed a 24-in waterline in conflict with the construction. It was determined, after a survey, that the 24-in waterline was constructed outside of the 16-ft waterline easement during an earlier phase of construction on the hospital. The existing 24-in waterline runs through the Methodist Hospital campus from Sweetwater Blvd and US59 frontage road. The waterline conveys water from Sweetwater Blvd. to State Highway 6, including the Methodist Hospital campus. Due to the proximity to the proposed new parking garage footing, it was important to safely relocate the waterline away from the footing.

 

An emergency contract of $48,600 with Harper Brothers to relocate the 24-in waterline was approved. Due to unforeseen conditions during the relocation, the contractor submitted a change order of $7,085.53 for additional work to relocate the waterline to the proper location. The additional amount increased the total contract value to $55,685.53. The additional work and material was necessary to properly install the line within the 16-ft easement and to avoid conflicts with an existing 4-in gas line.  In addition, the City discovered that the existing 24-in waterline valve needed to be replaced. 

 

The major scope of items included the following:

  1. Relocate approximately 150ft 24-in waterline
  2. Additional 24-in fittings
  3. Replacement of the existing 24-in valve
  4. Additional removal and replacement of existing concrete
  5. Additional 24-in ductile iron pipe 

 

Funding for this contract is available from CIP No. WA1705. The emergency construction was completed on 7/27/2017.  The City and Methodist both worked together to manage this and proportionally share in the funding.

 

The Engineering and Public Works Departments recommend that the City Council authorizes ratification of the construction contract change order with Harper Brother Construction for the Emergency Relocation of a 24-in Waterline in Conflict with the Parking Garage at Methodist Hospital, CIP No. WA 1705, in the amount of $55,685.53.
