AGENDA CAPTION:
Review of and discussion on Sugar Land Municipal Court Organizational Assessment findings and recommendations.
RECOMMENDED ACTION:
Review of and discussion on the Municipal Court Assessment conducted by the Office of Strategic Initiatives.
EXECUTIVE SUMMARY:

The Office of Strategic Initiatives (OSI) is responsible for organizational accountability initiatives which focus on continuous improvements and identifying process enhancements and efficiencies.  One such initiative is conducting departmental/organizational assessments of departments that have been approved by the Executive Team for review.  Organizational assessments are conducted on an annual basis with a different department selected each year.  The assessments are conducted by OSI staff or may be contracted, depending on the resource or technical requirements necessary.

 

The assessments align with the City’s core value of always striving to get better as an organization and ultimately providing the best municipal service to our residents.

 

Year to date, assessments have been completed for the Office of the City Secretary, the Human Resources Department and Fire-EMS Department.  Assessments that are in-progress include the Information Technology Department and the Police Department.  The Municipal Court Assessment was recently completed by the Office of Strategic Initiatives.

 

The assessments conducted by OSI follow an internally developed framework that applies to all departments.  This framework includes a series of steps that involve gathering and analyzing data to make informed decisions.  Following the framework, OSI conducted interviews and observations of City staff from Municipal Court and associated departments as well as other cities in the Texas region to develop a benchmark approach.  The Municipal Court assessment was a collaborative team effort that included the OSI staff, the Sugar Land Municipal Court Judge, the Prosecutor, the Police Department, City Attorney and Municipal Court Staff. 

 

The findings and recommendations were reviewed with the City Management, the Municipal Court leadership team, the Sugar Land Municipal Court Judge, the Police Chief and the City Attorney's Office.  There were a total of 57 recommendations that were a result of the findings.
