The Facilities Management Division of the Environmental & Neighborhood Services Department is charged with the operation and maintenance of the heating, ventilation and air conditioning systems at all City Facilities. The systems are maintained by staff as well as through scheduled preventative maintenance and on-call contracted services.
While there are two (2) chiller units that support the Police Department building, both units are imperative to the functionality of cooling the building, as well as supporting the long term life span of the chiller units. By operating both units, we are able to alternate cooling capacity, extending the life span and efficiency of the units. The Police Department Trane 125-ton Chiller unit is about 16 years old; the unit has a defective compressor that has been under repairs for several years. The unit currently has low operating efficiency and is functioning at about one-quarter of its capacity and is in jeopardy of shutting down at any time.
Replacement of the whole Chiller Unit offers the best value option at this time as the cost to replace components of the unit (compressor, coils etc.) with no warranty ultimately will outweigh the replacement cost.

Parts & labor warranty for years 2-5 (inclusive of one (1) year parts only manufacturer’s warranty); and

This project will be contracted with Carrier Corporation through a cooperative purchasing agreement with Buy Board #458-14 HVAC. Cooperative Agreements are with governmental purchasing organizations of which the City is a member. These agreements leverage the purchasing potential of governmental entities. All contracts are competitively bid, and contracts are awarded in compliance with state procurement laws and regulations.
Funding for these contracts is available through the Facilities Renovation CIP MU1701.
The Environmental & Neighborhood Services Department requests consideration and approval of two (2) contracts with Carrier Corporation for the replacement of a chiller unit at the Police Department in the total amount of $95,238.00 ($62,488.00 for parts/labor warranty and $32,750.00 for the installation of the chiller unit).
