AGENDA CAPTION:

Consideration of and action on authorizing execution of an Agreement in the amount of $220,031.13 with First Colony Community Association for Fiscal Year 2018 Landscape Reimbursement Program.

RECOMMENDED ACTION:

Approval for the Landscape Reimbursement Agreement with First Colony Community Association in the amount of $220,031.13 for FY18.

EXECUTIVE SUMMARY:

The City's Streetscape Policy gives guidance to the construction and maintenance of the City’s streetscapes. The policy, adopted October 17, 2017, provides for distribution of the City’s Landscape Reimbursement Program along Signature routes, as defined by the Streetscape Policy. The Public Works Department administers the Landscape Reimbursement Program.

 

Annually, the City Council may approve funding for a landscape reimbursement program as part of the City’s budget that will be available to HOAs, or other entities that maintain landscaping on City-owned ROW at the Signature level.

 

The Landscape Reimbursement Program is funded in the FY18 budget and provides for reimbursement for Ashford Lakes Community Improvement Association, The Avalon Community Association, Barrington Place Homeowners' Association, The Commonwealth Civic  Association, Gannoway Lake Estates Association, Glen Laurel Homeowners Association, Sugar Creek Homes Association, Sugar Lakes Homeowners Association, Sugar Mill Community Association, Telfair Community Association, and First Colony Community Association  (FCCA).

 

The reimbursement amount is based on the number of square feet of ROW maintained by the entity at the rate that the City pays for right-of-way maintenance. In order to be eligible for reimbursement, the HOA must maintain the landscape at or above the City’s standards as provided in the Streetscape

Policy.

 

The Landscape Reimbursement agreement with AFC is for FY18 from October 1, 2017 to September 30, 2018 in the amount of $220,031.13, which will be paid in quarterly installments of $55,007.78 each, providing that the minimum landscape standards are being met.

 

The Public Works Department recommends approval for the Landscape Reimbursement Agreement with Associations of First Colony in the amount of $220,031.13 for FY18.
