| | | | | | | | EXECUTIVE SUMMARY: | Timely and scheduled maintenance of Elevated Storage Tanks (ESTs) are necessary to extend their useful life and to maintain superior quality of the City’s potable water system. Rehabilitation of the City’s five ESTs is prioritized based on annual evaluation and assessment. The Mason Road EST is scheduled to be rehabilitated in FY18.
The Mason Road 0.4 MG EST is located adjacent to the Covington West Park, as shown in the project location map. This welded steel EST was originally constructed in 1979, and was last rehabilitated in 2000. An assessment of this tank performed earlier this year revealed both the tank’s interior and exterior surfaces had deteriorated. In general, the assessment recommended reapplication of protective coatings and structural rehabilitation to address deficiencies. Rehabilitation of this tank is scheduled such that it will occur during Fall-Winter/off peak period, to avoid potential disruption to residents water service.
The main scope of services for the construction contract is as follows:
- Blast and recoat exterior surfaces of the tank
- Blast and recoat interior (wet) surfaces of the tank
- Add recirculation pump
- Structural repairs and rehabilitation
- Removal and replacement of antennas on the tank
- Installation of an antenna pod
- Protect trees on the site from shroud and overspray
Plans and specifications for the rehabilitation of the subject EST were completed in September, 2017 by the City's consultant, VanDeWiele & Vogler, Inc. The project was advertised for competitive bidding in October, 2017. Bids were opened on October 19, 2017, and six (6) bids were received. The bids ranged from $548,460 to $765,250. A summary tabulation of all the bids received is shown below and is contained in the Engineer’s Letter of Recommendation attached.

The lowest responsible bidder was DSP Industrial, Inc. for a total of $548,460. The Engineer’s opinion of probable cost estimate for the project was $617,560. The City’s consultant also evaluated the bids and recommends awarding the contract to DSP Industrial, Inc.
Funding for this project is available from CIP WA1701 with an available project balance of $815,018.50. Approximately $131,540, from the total available project balance will be appropriated for contingency, construction administration, material testing, and the installation of the cathodic protection system. Staff is recommending a budget reduction of $135,000 after the necessary appropriation of funds. Construction work is expected to be substantially completed within 120 calendar days from Notice to Proceed.
The Engineering and Public Works Department recommend that the City Council authorize the execution of a construction contract with DSP Industrial, Inc. for the rehabilitation of the 0.4 MG Mason Rd. Elevated Storage Tank, in the amount of $548,460 and a budget reduction of $135,000.
