AGENDA CAPTION:
Consideration of and action on CITY OF SUGAR LAND RESOLUTION NO. 17-33 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SUGAR LAND, TEXAS, CASTING ONE HUNDRED FIFTEEN (115) VOTES IN THE ELECTION OF FIVE DIRECTORS OF THE FORT BEND COUNTY CENTRAL APPRAISAL DISTRICT FOR THE 2018-2019 TERM.
RECOMMENDED ACTION:
Approve Resolution No. 17-33 allocating the City's 115 votes for Fort Bend Central Appraisal District Board of Director candidates.
EXECUTIVE SUMMARY:

The Fort Bend Central Appraisal District is governed by a board of five members elected by the taxing entities served by the district.  Board members serve a two-year term.  In October of odd-numbered years, the Chief Appraiser solicits nominations from the various taxing entities for candidates to be placed on the ballot. 

 

There are eight (8) candidates nominated for the five positions for the 2018-19 term.  As a reminder, on October 3, 2017, City Council approved Resolution No. 17-26 nominating Jim Kij and Al Abramczyk as candidates for the 2018-19 board of directors for the Fort Bend Center Appraisal District.  

 

Eligibility requirements for serving as a CAD board member are:

 

Residency

Requirements

Must be at least a two-year resident of the district just prior to swearing in 

Employment

Cannot be a taxing unit employee
Contract Services

Cannot provide contracted services to the district or have a 10% interest in a business doing so; Cannot provide contracted services involving property tax matters to a taxing unit or have a 10% interest in a business doing so                

Relative Cannot be a relative within the second degree by blood or marriage of persons conducting business in the district as a paid property tax agent or a fee appraiser

 

The candidates, listed below, are described in the attached letter from the Chief Appraiser.

  • Heather Zayas

 

The City has been allotted 115 votes out of a total of 5,000.  The votes may be allocated to one candidate, or split between multiple candidates. The board members selected will begin their term on January 1, 2018 and will be given the oath of office at the January 2018 regular monthly board meeting.

 

Staff requests that the City Council allocate the City's 115 votes to the selected candidates through approval of Resolution No. 17-33.  The ballot allocating the City's votes, along with the resolution are due to the Chief Appraiser by December 15, 2017.
