AGENDA CAPTION:
Consideration of and action on authorizing execution of a Contract in the amount of $120,000.00 with AOS Treatment Solutions, LLC to supply sodium hypochlorite for wastewater disinfection at the New Territory Wastewater Treatment Plant.
RECOMMENDED ACTION:
Authorize an 11-month contract in the amount of $120,000.00 to AOS Treatment Solutions, LLC to supply sodium hypochlorite for wastewater disinfection at the New Territory Wastewater Treatment Plant.
EXECUTIVE SUMMARY:

On December 12, 2017, the City will assume responsibility for the wastewater systems in Greatwood and New Territory, as part of annexation. The City will take ownership of the wastewater facilities, and Si Environmental will continue to operate the facilities through October 1, 2018.  As part of the agreement, the City is responsible for contracting with the chemical vendors and paying for all treatment and disinfection chemicals.  

 

The City has an existing wastewater operations contract for its North and South Wastewater Treatment Plants.  The operations contract is currently out for proposals and a new contract will be in place by October 1, 2018.  At that time, all treatment chemical contracts will be the responsibility of the contract operator.  Until then, the City desires to maintain the existing chemical contracts and vendors used by Si Environmental during the interim annexation period to maintain consistency in treatment and service. 

 

New Territory Fort Bend MUD 112 uses sodium hypochlorite solution for wastewater disinfection. AOS Treatment Solutions is the current provider of sodium hypochlorite to New Territory and has an excellent performance record with Si Environmental.  This contract with AOS Treatment Solutions is an 11-month interim contract and is not renewable. The contract is structured as a unit price contract which enables the Public Works Department to utilize the contract for only the chemical quantities needed for the process, up to $120,000.00. The contract is exempt from the competitive bidding requirements pursuant to Section 252.022(a)(2), Texas Local Government Code.

 

Funding for this contract is available through the Public Works -Wastewater Division -Operations & Maintenance Annexation budget for FY18.

 

The Public Works Department recommends the City Council authorize execution of a contract between the City of Sugar Land and AOS Treatment Solutions, LLC. in the amount of $120,000.00 for supplying 12.5% sodium hypochlorite solution to the New Territory Wastewater Treatment Plant.
