At the November 7 City Council meeting, a presentation was made by Councilmember Joyce to the City Council calling into question the financial analysis and information presented to the City Council leading up to the vote to annex Greatwood and New Territory. City staff was not provided the information prior to the workshop and had no way to know what was going to be said at the meeting. Allegations were made at the meeting calling into question the integrity of the numbers used and the neutrality of the annexation to the City’s finances.

Since then, staff has received and reviewed the information presented and reported findings to the City Manager.  We remain fully confident in the integrity of the City’s financial analysis as previously presented and look forward to reviewing this information with the City Council.

Since the financial analysis was reviewed with City Council in 2016, there have been changes in conditions that affected the assumptions used to develop the forecast. This is the case for any financial forecast - however, even with the changes, the annexation is still financially neutral to existing Sugar Land residents.

During this report, staff will present updated information that clearly illustrates the continued financial neutrality of the annexation of Greatwood and New Territory.  Additionally, staff will also reconfirm during the report that the City is meeting and will meet all service level and contractual obligations to current and newly annexed residents on day one of the annexation and moving forward.
