AGENDA CAPTION:
Consideration of and action on authorizing execution of a Contract in the amount of $1,002,469.00 with McDonald Municipal and Industrial, a division of C.F. McDonald Electric, Inc., for construction of lift stations rehabilitation project, CIP WW1701; and authorize a budget reduction in the amount of $265,000.00 from CIP WW1701 to Utility CIP Fund Balance.
RECOMMENDED ACTION:
Authorize the execution of a construction contract with McDonald Municipal and Industrial - a division of C.F. McDonald Electric Inc., for the Lift Stations Rehabilitation project, CIP WW1701, in the amount of $1,002,469.00 and authorize a budget reduction of $265,000.00 from CIP WW1701 to Utility Fund Balance.
EXECUTIVE SUMMARY:

The City owns and operates about 130 lift stations, which are an essential part of the City’s wastewater collection system. Annually, the City conducts lift station rehabilitations based on routine inspections and assessments of the wastewater collection system. In FY2017, the following four (4) lift stations were recommended for rehabilitation:

  • Vista Lakes (No. 106)
  • Ferry Landing (No. 125)
  • Dulles #1 (No. 136)
  • Dulles #2 (No. 137)

All four (4) lift stations require major rehabilitation in order to avoid continued deterioration of the stations that may result in failure and higher repair costs in the future  They will also be brought into compliance with electrical codes for efficient operation and safety of operational staff.  These lift station components are nearing the end of their service life and require rehabilitation. 

 

The rehabilitation project scope of work includes the following tasks:

  • Valve vault modifications / Pump installation / Riser and header piping installation
  • Electrical Improvements /SCADA programming
  • Wet well recoating / By-pass pumping / Start-Up Testing / Miscellaneous improvements

Design was completed in November 2017 and an Invitation to Bid was advertised on November 29  and December 6, 2017.  A total of seven (7) bids were received .  The seven (7) bids were checked for errors and there were no errors found in the bids of the lowest bidder, nor the second low bidder.  However, the apparent third low bidder during bid opening, RJ Construction Company, had several significant multiplication errors which once corrected, placed them in the seventh position. There were several other addition errors in the bids submitted by Panorama Construction and R&B Group, Inc. The errors did not change their ranking positions. Total bid prices ranging from $1,002,469.00 to $2,490,200.00. The Engineer’s opinion of probable construction cost is $1,120,498.00.  The summary of the bids is listed below:

The lowest responsible bidder is McDonald Municipal and Industrial - A Division of C.F. McDonald Electric Inc., with a total bid price of $1,002,469.00. The available budget for CIP WW1701 is $1,365,546.60 and the total funds needed, including construction contract, construction contingency (5%), and construction phase administrative services is $1,100,546.60. Due to favorable prices a budget reduction of $265,000.00 is recommended from CIP WW1701 to Utility Fund Balance.

The Design Engineer, Sander Engineering, Inc., completed a reference review and evaluation and provided a letter of recommendation, indicating McDonald Municipal and Industrial-A Division of C.F. McDonald Electric Inc., is capable of completing a project of this nature. The substantial completion contract time is 290 days after Notice to Proceed is provided.

Staff recommends that City Council authorize the execution of a construction contract with McDonald Municipal and Industrial - A Division of C.F. McDonald Electric, Inc., for the Lift Stations Rehabilitation Project, CIP No. WW1701, in the amount of $1,002,469.00 and authorize a budget reduction of $265,000.00 from CIP WW1701 to Utility CIP Fund Balance.
